Who coined this expression in the Bible?

"The LORD is my shepherd, I shall not want." Genesis 23:1

Actually, I was reading today in Genesis 48:15,

"He blessed Joseph, and said, 'The God before whom my ancestors Abraham and Isaac walked, the God who has been my shepherd all my life to this day' "

So, it turns out that Jacob was the original person to coin this expression in the Bible. David must have been meditating on his ancestor's words in writing the psalm.
